Hyper beam was always a special move. It just didn’t tell you that in the first game. You were just supposed to guess. And I can say I have a gyarados named mr. Fish. Also this picture of the laser fish is the background on my phone :D

I think he would have an Arcanine. not only is it great in battle, it looks awesome,
he could ride it, and it would be perfect to both play with & watch over his kids.

Now the gamer part of me is going “But Hyper Beam is a special move now and Gyarados’ special attack is lousy and it doesn’t even get STAB to make up for that” and the rest of me is going “Laser fish: your argument is invalid”.

However Jared’s Secret Base was of the Gen 4 The Underground variety (with the bubble trap) so G Giga Impact would be much more powerful on a Gyarodos if that is the case.
