Sadly, Hyper Beam isn’t very good for Gyarados any more. However, I’m pretty sure Mr. Fish operates on 3rd gen or older rules, which would make Hyper Beam pretty fantastic.

BTW Hughes dies in “Brotherhood”, and Mustang finds out that Envy that killed him- The phrase “Die-hard”, was taken to a whole new level of awesome…
